Levels of Evacuation

You may have heard on the news about different levels of evacuation. For your information the levels are:

Level one:
Residents requested to be ready to evacuate; voluntary evacuation. Also, residents with medical issues that should not be isolated are recommended to evacuate.

Level two:
Residents requested to be ready to evacuate with short notice; voluntary evacuation.

Level three:
Residents are firmly advised to evacuate immediately. At this level, law enforcement keeps a record of contacts they make and the responses.

So, what evacuation level is the South Kelso flood evacuation? When is it expected that it will be safe to return?
